ISEMI – International Security and Emergency Management Institute is an international non-profit organisation providing publicly beneficial services registered within the Ministry of Interior of the Slovak Republic.

ISEMI is a professional platform of former or active police and national security officers, military, and civil protection and crisis management experts from around the world with necessary security clearance and relevant long-term experiences mainly in fighting CBRN-E threats and crime and CBRN incident response, in crime prevention, counter-terrorism, the fight against organised crime, environmental crime, trafficking in human beings, cybercrime, and drug smuggling. Our team has also wide experience in intelligence analysis, border protection, critical infrastructure protection, countering hybrid threats, rescue, and emergency assistance, and health protection, likewise in the field of justice and prosecution.

ISEMI has concluded a Mutual cooperation agreement with the Ministry of Interior of the Slovak Republic, the Ministry of Defence of the Slovak Republic, NATO CBRN EOD, the National Gendarmerie of the French Republic, with the University of Zilina – Faculty of Security Engineering and Memorandum of Understanding with other EU MS police agencies. ISEMI also collaborates closely with international and European institutions such as the European Commission (DG HOME, FPI, INTPA, DG NEAR), EEAS, EU Council, Europol, CEPOL, UNICRI, Interpol, NATO, scientific-technical and academic institutions, regional and local authorities, NGOs and private sector entities.

ISEMI is a part of the Integrated Rescue System of the Slovak Republic. Ministry of the Interior of the Slovak Republic granted accreditation to the institute’s CBRN Response Team for operating within the Integrated Rescue System mainly with the support of Law Enforcement Agencies in the investigation of CBRN crime. The accreditation assessment process covered professional capacities, technical equipment capabilities, past experience in responding to CBRN incidents, cooperation with state agencies and educational processes. 

ISEMI has been accredited by the National Security Agency to handle classified data at the “EU, NATO Secret level” and is a holder of ISO Anti-bribery Certificate 37001:2016.

Main types of provided publicly beneficial services in the area of international security and emergency management are:

  • Expert and ancillary activities for police and other security forces in the investigation and detection of crime and the fight against organized crime at the national and international levels;
  • Support in performing the operational activities of police agencies; 
  • Expert and ancillary services for police, other security forces, and emergency agencies during a CBRNE incident or attack (consulting, detection, sampling, decontamination, etc.)
  • National or International security analysis;
  • Offender profiling and criminal differentiation;
  • Continuing education in the field of security, intelligence, and emergency management (developing training contents and tools, implementation of the training, exercises, seminars, foreign internships, workshops, conferences, etc.);
  • Promotion of international police, intelligence, and crisis management cooperation and the creation of networks;
  • Raising public awareness related to security and emergency/crisis management (media events, internet education, publications, production and distribution of films, etc.);
  • Professional thematic consulting (consultations, risk assessment, thematic studies, audits, analyses, concepts, programmes, setting of process management;
  • Implementation of the research and development of innovative products related to international security and emergency/crisis management (electronic services, application, etc.);
  • Set up the measures and support for victims of crime and citizens affected by exceptional events;
  • Providing supporting security and rescue missions for international institutions, organisations and citizens in crises situations located abroad out of their homes.
  • Expert support for the activities of the security forces to ensure the protection of strategic infrastructure;
  • Expert support for the activities of the security forces in providing security during major political, sporting, cultural and civic events;
  • Technical assistance in tracing missing persons and victims of crime.
